Zhejiang Holley International Co., Ltd., a subsidiary of Holley Holding Ltd. (?Holley Group?), specializes in the fields of design, manufacture and sale of LV to HV electric products and equipment like metering and system, circuit breaker, AC contactor, transformer, insulator, lightning arrester, dropout fuse cutout, transmission line fitting/hardware, medical and health care products, chemical products, etc.
Since founding in 1992, the company develops fast. Taking hundreds of factories held by Holley Group as its production bases, the company exports its products all over the world and becomes a key foreign trade company in Zhejiang Province. The total sales value of the company in 2003 has reached US$85 million.
In 2001, the company set up Holley Group Electric Co., Ltd in Thailand with the investment of US$ 1 million. In April 2003, the company founded Shanghai Huazhe International Trade Co., Ltd with the investment of RMB3 million. In July 2003, with the investment of US$ 0.3 million, the company established a company in Nigeria. In November 2003, the company invested in Argentina together with the local company IATE a corporation named Holley Energy S.A. In March 2004, Chianjiang Co., Ltd, another branch in Thailand was founded.

In the future, the company will continue to implement Holley?s strategy of internationalization and make efforts to become one of the world?s top trading companies with international competitiveness.
2. Profile of Holley:
Holley is a trans-regional and export-oriented group, which integrates with research, development, production and sales of electrical instruments. With 30-year history of production in electricity meters and the capability to produce more than 30 kinds and 200 types of electricity meters for civil and industrial use, it has become the largest metering manufacturer in the world.
The annual capability of ?HOLLEY? brand electricity meters has reached 23 million pieces with 40% domestic market share. Holley has been granted ?the products satisfied by national user?, and the ?famous brand? of Zhejiang Province and Chongqing Municipality.
After passing the ISO-9001 international quality certificate in 1997, the quality management system also smoothly passed the review and updating of ISO9001:2000 version international quality certification.
Every year Holley invests about 3% of the annual sales revenue in the research and development of new products and new technologies, and has established 7 R&D centers, such as the Mechanical Meters Research Center, the Electrical Research Center, the information Engineering Research Center, etc. Holley has formulated the technological innovation strategy focusing on the market demands. Through the accumulation in long term, Holley has possessed its own intellectual property. Till now, we have applied 41 item patents about the manufacture of electricity meters.
3. Development Strategies:
In the 21st century, Holley will continue to implement its three main strategies; technological innovation, capital operation, and internationalization. Our goals are to achieve sales of RMB 30 billion by 2010, to develop into an internationally competitive corporation and to become the world's top manufacturer of electricity equipment.
 Technological Innovation Strategy:
Continuous innovation is the driving force of Holley's continuous development. The company's technological development system has self-learning and self-adaptation characteristics. Market oriented strategies were adopted in esteem of new product development. In addition, Holley's subsidiaries set up their own technological development and support systems based on their industries' features. In addition to innovation, Holley cooperates extensively with many domestic as well as international technological institutions and enterprises that focus on technological development, which helps Holley to gain advantage in the market.
Holley's technology team consist of over 400 (technical) personnel from such places the U.S., Canada, Thailand, and Hangzhou, Beijing, Shanghai, and Shenzhen, China. Holley expects that the number of technical personnel in this team will increase to 700 people by the year 2005.
Holley spends no less than 3% of its annual sales revenue on technological development each year. This figure will be increased to 6% by 2005, thus causing the production of new goods to proportionally increase to over 33%.
 Capital Operation Strategy:
In attempts to solve the bottleneck affect of simplistic financing, the high cost of indirect financing, and a shortage of cash flows, which are typical problems of traditional manufacturing enterprises, Holley began to seek a direct way of financing in the capital market in 1994.
Regarding the capital operation strategy, Holley efficiently utilizes the leverage principle in the capital market, which enables the company to have "highly efficient operation and low cost expansion". By combining business operation and capital operation, both Holley's capital strength and structure are greatly improved and the ratio of capital to liabilities is decreased to less than 60%. To attain its strategic goals by 2010, Holley will continue to implement the capital operation strategy. The objectives are, first, to attain three domestically listed companies to run Holley's main industries; second, to attain more internationally listed companies to achieve global allocation of capital and to obtain advanced technology and management; and finally, to decrease the ratio of capital to liabilities to a reasonable level of less than 40%.

 Internationalization Strategy
Faced with the great challenges following China's entry into the WTO, Holley never waits for the competition, but takes active steps forward. For example in 2000, Holley's first overseas plant was established in Thailand. More investments will be made in South Asia, South America, Africa and Eastern Europe by 2005, and a global network of meter manufacturing and sales will be established. In 2001, Holley established a company in the U.S.A. and afterwards acquired a public company traded in NASDAQ. In September 2001, Holley acquired the Philips CDMA Chip design department. All of these changes have enabled Holley to access high technology in the United States. Our goal is to develop Holley into a multinational company with global resource allocations (market, people, capital, and technology) by 2010.
 The Main Products:
Our main products include all kinds of the Class 2 single Phase House Service Electricity Meters as well as Class 1 three-Phase DT58 series meter. And The Single Phase Electricity Meters have the following type as HLD01, DD58, LD68, etc. Our products were approved by KEMA (DUTCH QUALITY CONTROL INSTITUTE FOR ELECTRICAL MATERIALS AND APPLIANCES) for 13 times. We have also formed the mature techniques of manufacturing the precision electronic instruments and AMR system.
For the thirty years, Holley has always insisted and improved Holley?s service in time to the user?s door. Besides Hangzhou which is the treated as the center, Holley has built more than ten producing and service bases in Chongqing, Quanzhou, Beijing, Shenyang and Haikou, installed and equipped more than 20 modern assembly lines with the leaded technology in domestic market. It possessed a clean and purified producing environment with air condition.
